Washington County Commission Meeting Minutes – April 17, 2017

The Board of Washington County Commission met in regular session on Monday April 10, 2017 in the commission room at the Washington County Courthouse. Members present: Tim Mueller, 1st District Commissioner, David Willbrant, 2nd District Commissioner, Gary Ouellette, 3rd District Commissioner and Diana Svanda, County Clerk to record minutes.

Consent Agenda items:

Gary Ouellette reported that Joel Voelker called him about the rock on the road and how it is ruining tires.

Overtime was discussed no decision made.

Marlene Stamm- Sanitarian, presented quarterly update, and also discussed changing Marlene from contract to a full time employee, no decision made.

Justin Novak- Road & Bridge supervisor, there were 3 bids received for diesel and unleaded gas, David Willbrant made the motion to accept the low bid of Kramer Oil, Gary Ouellette seconded the motion, all in favor, motion passed.
Gary Ouellette ask Justin if he would be in need of summer help this year, Justin does not think summer help will be needed.
Justin also discussed B street project, it was decided to make an appointment with Carl Chalfant City Administration before making a decision.

Don Alldredge- Janitor, was in to report on masonry work that would need to be done on the courthouse building and also discussed the boiler.

Tiffany Hayman- County Health Director, Presented travel vouchers, and also reported on department matters.

Gary Ouellette made the motion to approve the upgrade to the county’s 400 David Willbrant seconded the motion, all in favor, motion passed.

Sonya Hiltgen – Register of Deeds, reported on department matters and that the phone in her office was not working.

The Board discussed with Duane Bruna the need for additional employees at Noxious Weed. Gary Ouellette noted that he did not think it was necessary to hire two new additional employees as he feels Noxious Weed is adequately staffed. David Willbrant moved and Gary Ouellette seconded to approve the payroll change notice for David Roblez as a new hire at Noxious Weed, motion carried unanimously. Tim Mueller moved and David Willbrant seconded to approve the payroll change notice for Emil Miller as a new hire at Noxious Weed, motion carried with Mueller and Willbrant voting in favor and Ouellette abstaining. Mueller asked Bruna to prepare a cost-benefit analysis of County’s recycling program.

The Board discussed a resolution regarding burn bans with Elizabeth Hiltgen, County Attorney.
David Willbrant made the motion to adjourn at 12:20 Gary Ouellette seconded the motion all in favor, motion passed.
